- WHFI
- provided the first pre-school education for
the deaf children (2-7 years old) in Negros.
This Educational Resource Center started in
1994. Three hundred eleven (311) deaf children
and their families have been educated in the
center since then. [photos]
- WHFI
spearheaded summer camps for the deaf coming
from Visayas and Mindanao for three (3) consecutive
years. The campsite was held in Dalwangan, Malaybalay
City province of Bukidnon and in Hinigaran,
Negros Occidental. [photos]

provides sign language classes for the parents
and caregivers and other professionals, students
and children who are interested to learn the

provide support services for the deaf where
there was none.
- Psycho-Spiritual
interaction and interpreting for the deaf.

interpreting for legal intervention.

V. Tinsay received BANWAHANON AWARD last 1998
awarded by the City of Bacolod. The word "Banwahanon"
comes from the Hiligaynon word "Banwa"
which means people or city. So the award literally
means "an award from the people or the

- Welcome
Home Foundation, Inc. - Malaybalay Outreach
received a 1.6 M school building for the deaf
donated by the government of Malaybalay City,
province of Bukidnon. The school is situated
at the grounds of Bukidnon State College (BSC).
This was made through the effort of former Gov.
Carlitos Fortich, and Bukidnon Gov. Nemesio
Beltran approved the recommended Provincial
Government Resolution No. 833 series of 2001.
The size of the school building 9m x 28m with
additional areas for playground and Bio-intensive
Gardening behind. Mrs. SVTinsay, Mr. Roberto
Tinsay, Jr. and Mr. Josephus Alejandrino facilitated
this donation. [photos]
- Talisay
City donated a one-hectare lot to Welcome Home
Foundation, Inc., which is located at Brgy.
Matab-ang of the said city. A school for the
deaf will be constructed in the lot. Talisay
City Mayor Hon. Anthony V. Lizares supports
the WHFI program to enable the deaf children
from Northern Negros avail the education for
the Deaf and livelihood program with Christian
values for the Adult Deaf. [photos]
